Biography

Joal Hall Broun is the Lobbying Compliance Director for the Secretary of State. She was general counsel for two years. Prior to coming to the Secretary of State’s Office, she was an assistant general counsel for Self Help Ventures Fund, a community development bank. Prior to working for Self-Help, she was an assistant public defender in Orange and Chatham Counties for seven years.

Broun is a graduate of Wake Forest University and Wake Forest University School of Law. She served as a law clerk for the Honorable Richard Erwin, federal district court judge for the Middle District of North Carolina for two years.

Joal is married to Jonathan Broun, and is the proud mother of Harrison Hall Broun and Rachel Callisha Broun. She was appointed to the Carrboro Board of Alderman in 1999, and is presently serving her second full term which ends in 2007.
